OK, I'll agree with Marty Lederman on most of this. It is true that the main administration factors behind the adoption of "extreme measures" in interrogation aren't full scale monsters like Saddam or Stalin. BUT ...
I'm working on a paper about the adoption of torture as a widespread method of interrogation by modern states. The unpleasant basis of the paper is a "most dissimilar systems" comparison of the Great Terror and the prisoner abuses we have perpetrated. The parallels in methods used are actually quite close. True, there are no stories about crushing a detainee's skull with a collapsing ring, but then the Chekists apparently never came up with the idea of smothering a prisoner under a sleeping bag and jumping on his chest until he dies either.
So let's make this a bit more conditional. Our leadership isn't made up of ersatz Stalins, but they seem to have created a situation where pretty much the same methods of interrogation emerged. And now they want to continue it. That qualifies them for a good solid Arendt-ish "banality of evil" condemnation in my book.
